The Augusta County Sheriff’s Office building experienced excessive ground-water under the slab. The concrete sits on compacted fill and was not believed to have been sealed prior to the construction of the exterior structure or interior partition walls. Material degradation of finishes such as carpet occurred, and air quality was reduced along with the presence of mold spores.
